The Human Resources Administration and Department of Social Services is a part of The City of New York. The department provides social services to help individuals and families in reaching self-sufficiency. It serves more than 3 million residents through temporary cash assistance, public health insurance, food stamp, and home and child care solutions. In addition, the Human Resources Administration and Department of Social Services assists in adult protective, domestic violence and child support enforcement. The department provides various training and job programs to help people gain employment. It administers the Begin Employment, Gain Independence Now (BEGIN) program, which focuses on improving basic skills and English proficiency. The department includes a family independence administration that coordinates food stamp program and job center operations.
